The Tleilaxu are twisted and insidious.
Their total absence of moral inhibitions would almost make Baron Harkonnen a "classic" tyrant, respectful of tradition.

The Tleilaxu pursue their own secret goals and scoff at the control of the Spice. Wensicia, the Guild, and the Bene Gesserit will make it fresh in the Messiah of Dune.
Although conspired by a plot, the Bene Tleilax at the same time follows his own plans by anticipating the death of Chani.
First possibility: the ghola is "waking up" and the Tleilaxu have great publicity: they revive Chani and can buy-control Paul by this particular form of immortality.
Second possibility: Scytale's plan fails and the ghola kills Paul; the Bene Tleilax remains a winner because it allowed the triumph of the plot.
Bene Tleilax wins on all fronts.
